Tony Clark

Executive Director of the National Association of Regulatory Utility Commissioners (NARUC)

Tony Clark is the Executive Director of the National Association of Regulatory Utility Commissioners (NARUC), representing the nation’s state utility regulators. He previously served as a commissioner of the Federal Energy Regulatory Commission (2012–2016), appointed by the U.S. President and unanimously confirmed by the Senate.

Before that, Tony was a North Dakota Public Service Commissioner (2001–2012), including five years as chairman, and served as NARUC’s president in 2010–2011. He is also a former North Dakota Labor Commissioner and state legislator.

Following his public service, Tony worked as a consultant advising on regulatory and policy matters and served as a director of a publicly traded energy company. A recognized expert on energy, telecommunications, and utility issues, he frequently speaks before Congress and state legislatures. He holds degrees from North Dakota State University and the University of North Dakota.

Paul Matthys

President/CEO, Cass County Electric Cooperative

Former CCEC VP of Member and Energy Services Paul Matthys was selected as the cooperatives 8th President/CEO in March of 2024. In his first few months at the helm, Matthys has stewarded CCEC's strong reputation of commitment to community and safety of both employees and members. Under his leadership, CCEC scored a cooperative record on a recent member survey gauging perception of the cooperative. 

Born and raised in CCEC's service territory, Paul is an avid outdoorsman who enjoys hunting and fishing on North Dakota's playground of lakes, rivers, and nature. Matthys will deliver a state of the cooperative address, highlighting key events from this year, future opportunities, and a focus on how CCEC is serving and supporting its largest accounts.
