Water Heater Changes at a Glance
What's changing?
Electric Storage (>35 and ≤120 gallons)
New models will use heat pump technology, including 40-, 50- and 80-gallon resistance units.
Large-capacity Electric
Grid-enabled models remain available. CCEC incentives require a 100+ gallon unit with long-term demand response control.
Gas-fired Storage
Certain models will require incremental efficiency improvements, while some size categories remain unchanged.
Tankless Gas
Gas instantaneous water heater are not included in this rule and will be addressed separately by the DOE.
Heat Pump Water Heaters
How they work: They pull heat from the surrounding air to warm water. Most residential models are hybrid units with backup electric elements for periods of high demand.
Benefits
Higher efficiency and lower electricity use
Potentially lower operating costs
May qualify for rebates
Can cool and dehumidify surrounding air in the summer
Considerations
Higher upfront cost
Need more installation space
Produce noise similar to a refrigerator
Can cool the surrounding room in winter
Decreased efficiency in colder or unconditioned spaces
May require specialized installation or service

Many 100+ gallon units have a manufacturer-locked bottom element that CCEC must unlock. Enrollment in demand response is required for full functionality. Credits are applied after a CCEC technician visit. Incentives are one-time, require final approval, and are in addition to the discounted demand response rate. Rates are subject to purchase power adjustment. Programs subject to change.
